Official Community Plan

The City of West Kelowna's Official Community Plan:

  • Aims to create a more complete, compact and connected community by focusing on infill housing and concentrating most development within two urban and five neighbourhood centres. 
  • Calls for more economic opportunities in the West Kelowna Business Park.
  • Establishes a growth boundary.
  • Identifies how more than 12,000 new residents will be welcomed and accommodated within the next 20 years.
  • Prioritizes climate change objectives.
  • Sets growth objectives.

Comprehensive development plans guide development for specific areas of the city that are either intended to accommodate redevelopment, or to create a new neighbourhood. 

These plans address land use, design, environmental, servicing and transportation issues for specified areas of land at a finer level of detail than that provided by the OCP.

The Official Community Plan contains two active, area plans, which guide development and ensure that staged bylaw amendments are consistent with the plan’s vision for each as it develops:

Historical plans under previous official community plans

Previous official community plans included comprehensive development, area and neighbourhood plans as appendices or references. These plans were meant to guide development within areas that have now largely been built out, or the remaining land use and policy have been incorporated in the current OCP. The following plans have since been repealed, are under active application/construction, or are obsolete due to required updates:

About the OCP

To help guide growth, the OCP establishes policies that make West Kelowna a great place to live, work and play and reflect the Community Vision established in 2021. 

The OCP is a blueprint for how our community should evolve to meet our collective vision and accommodate growth. The OCP applies to all of West Kelowna and is the main policy that Council uses to guide decisions that may include:

  • Climate change adaptation and mitigation objectives
  • Design of the built environment
  • Economic development considerations
  • Environmental protection
  • Growth management
  • Housing needs
  • Infrastructure considerations
  • Land use
  • Parks, recreation and trails
  • Transportation
